Not one pot for everything. Each layer has its own funders, and that is exactly why the application to the Regio Deal makes sense.
Bank, bonds and the RVO subsidy for care-suitable homes. The Regio Deal does not finance property acquisition; that is sensitive under state aid rules and falls outside its scope.
Sensory design, the Spectrum Lab, the practice flats, the digital platform and the knowledge development. Regional and genuinely new: this is where the Regio Deal fits, fifty-fifty. That is the request for € 600,000.
Furniture, programme and working capital for the first year. Impact funds and the donation campaign. This is the part where a gift becomes visible straight away.
Asking the Regio Deal for € 4.4 million gets you nothing: the entire Liveability programme line has € 2.0 million in central government funding. Asking € 600,000 for the part that serves the whole region is a case that holds up.
Yes, from the second year. Care is paid for under the Long-term Care Act, the housing out of rent. The first year runs at a loss because residents move in gradually; that loss is in the investment as working capital.

The housing supplement of € 5,961 per resident lapses above 26 residents per initiative. Two clusters of sixteen keep € 185,000 a year.
A tenancy agreement apart from the care agreement. Anyone who needs less care keeps their home; anyone who changes provider does not have to move.
The ministry wants to move housing initiatives that effectively work as care in kind out of the personal budget in time. So an alternative has been worked out from day one.
The model survives every adverse scenario on its own — 5% lower care rates, 7% higher staffing costs, interest 1.5 points higher, or occupancy stuck at 90% — but not two at once. That is why we build a reserve of € 250,000 out of the cash flow of years 3 and 4 before any expansion is discussed.
Three entities, deliberately separated: housing, care and capital do not run through one another.
A registered public benefit organisation. Concept, programme, community and fundraising. A board with parents, professionals and an independent chair.

Our own training route with the regional college, technology that replaces specific hours, and positioning Spectrum as the attractive alternative to a large institution.
Keep the search profile broad and involve the municipality early. Fixed-price contracting, 10% contingency, and a construction manager experienced in care property.
The care-in-kind version is worked out from day one, and we talk to the care administration office before any purchase.

That is not a figure of speech: municipalities and funders literally ask us for numbers. Signing up commits you to nothing and there is no intake procedure.
