The structure

Three layers, three kinds of money

Not one pot for everything. Each layer has its own funders, and that is exactly why the application to the Regio Deal makes sense.

Layer A — property and conversion
€ 6,514,000 · 74% 74%

Bank, bonds and the RVO subsidy for care-suitable homes. The Regio Deal does not finance property acquisition; that is sensitive under state aid rules and falls outside its scope.

Layer B — the innovation package
€ 1,200,000 · 14% 14%

Sensory design, the Spectrum Lab, the practice flats, the digital platform and the knowledge development. Regional and genuinely new: this is where the Regio Deal fits, fifty-fifty. That is the request for € 600,000.

Layer C — furnishing and start-up
€ 1,150,000 · 12% 12%

Furniture, programme and working capital for the first year. Impact funds and the donation campaign. This is the part where a gift becomes visible straight away.

Asking the Regio Deal for € 4.4 million gets you nothing: the entire Liveability programme line has € 2.0 million in central government funding. Asking € 600,000 for the part that serves the whole region is a case that holds up.

Operations

Does it run by itself after that?

Yes, from the second year. Care is paid for under the Long-term Care Act, the housing out of rent. The first year runs at a loss because residents move in gradually; that loss is in the investment as working capital.

Three choices that cannot be repaired later

Two clusters

The housing supplement of € 5,961 per resident lapses above 26 residents per initiative. Two clusters of sixteen keep € 185,000 a year.

Housing separate from care

A tenancy agreement apart from the care agreement. Anyone who needs less care keeps their home; anyone who changes provider does not have to move.

A care-in-kind version as well

The ministry wants to move housing initiatives that effectively work as care in kind out of the personal budget in time. So an alternative has been worked out from day one.

The model survives every adverse scenario on its own — 5% lower care rates, 7% higher staffing costs, interest 1.5 points higher, or occupancy stuck at 90% — but not two at once. That is why we build a reserve of € 250,000 out of the cash flow of years 3 and 4 before any expansion is discussed.

Organisation

How it is set up

Three entities, deliberately separated: housing, care and capital do not run through one another.

1

Stichting Spectrum

A registered public benefit organisation. Concept, programme, community and fundraising. A board with parents, professionals and an independent chair.

2

Spectrum Vastgoed

Owner or leaseholder of the building, issues the bonds and rents to the residents.

3

Spectrum Zorg

Licensed under the Healthcare Providers Accreditation Act. Delivers the care, contracted by the care administration office and the municipality.

Risks

What could go wrong

And what we do about it.

high

The Regio Deal turns us down

The innovation package is modular: we scale back and move the sensory package into layer A. In parallel we apply to the province and to impact funds.

high

The crowdfunding stalls

No public launch below 35% in quiet commitments. Fallback: higher bank financing, or starting with ten studios.

high

Staff cannot be found

Our own training route with the regional college, technology that replaces specific hours, and positioning Spectrum as the attractive alternative to a large institution.

medium

Building or construction costs overrun

Keep the search profile broad and involve the municipality early. Fixed-price contracting, 10% contingency, and a construction manager experienced in care property.

medium

Personal budget policy changes

The care-in-kind version is worked out from day one, and we talk to the care administration office before any purchase.

medium

Occupancy lags behind

Letters of intent from twenty families before construction starts, and recruitment across all four municipalities rather than Nissewaard alone.

The ask

What we are asking of whom

€ 600,000

Regio Deal Zuid-Hollandse Delta

50% of the innovation package: sensory design, the Spectrum Lab, the practice flats and the regional platform.

€ 600,000 + a building

Nissewaard municipality

Co-financing, thinking along about vacant property, and an intention to purchase sheltered housing places.

Collaboration

Care partners

ASVZ, Pameijer or Zeeuwse Gronden: shared night care, expertise and a joint care model. Not competition, but collaboration.

€ 500,000

Impact funds

Furnishing, the programme and the start-up. Oranje Fonds, Kansfonds, VSBfonds and regional foundations.

€ 2.35 m

The region

Bonds from € 500 and donations, from people and companies who want this to exist.

The next step costs nothing: half an hour at the regional office in Spijkenisse, Raadhuislaan 106. After that comes the application to the Regio Deal, with deadlines on 1 April and 1 October.

Spectrum will only happen if enough people say they want it

That is not a figure of speech: municipalities and funders literally ask us for numbers. Signing up commits you to nothing and there is no intake procedure.
